King Mohammed Vi unveils new vision for Morocco's international partnerships

King Mohammed VI has unveiled a new strategic vision for Morocco’s international partnerships, calling for more balanced cooperation based on mutual respect, shared development, economic competitiveness and regional stability.

Delivering a milestone address at the opening of the 12th Legislative Term of the Moroccan Parliament, the King reaffirmed Morocco’s commitment to honouring its international obligations while insisting that its partners should demonstrate the same level of responsibility and respect.

The Sovereign announced that Morocco would soon present its partners, particularly European countries, with a strategic document outlining a practical approach to strengthening international cooperation and reversing the traditional North-South partnership model.

The proposed initiative is intended to promote a more equitable framework in which countries work together as partners, with a focus on co-development, economic opportunities and long-term regional stability.

The King described the initiative as a proactive step by Morocco to establish a clear direction for its international relations, moving beyond electoral considerations and unproductive political controversies.

Turning to relations with Spain, Mohammed VI reaffirmed that the partnership between the two countries was a sovereign choice and a voluntary commitment that had delivered tangible progress.

However, he acknowledged that the relationship continued to face challenges arising from political statements and what he described as the exploitation of bilateral issues for domestic political purposes.

The Sovereign stressed that cooperation must be founded on mutual respect, constructive dialogue and a genuine commitment from both sides, rather than pressure, threats or blackmail.

“Morocco extends its hand, provided the other hand is not extended to intimidate,” the King declared, underscoring his country’s willingness to maintain dialogue while defending its national interests and sovereignty.

The address also highlighted challenges surrounding migration management, with the King acknowledging that the existing framework for cooperation had reached its operational limits.

According to the concerns outlined in the address, recurring crises, political and media controversies, and delays in processes involving the repatriation of unaccompanied minors and individuals whose refugee claims are disputed have created conditions that can benefit criminal trafficking networks.

The King presented this assessment as a call for responsibility and practical reform rather than a retreat from international cooperation.

Morocco’s proposed approach seeks to encourage long-term solutions to migration challenges while strengthening coordination with its partners and addressing the shortcomings of existing arrangements.

Through the address, Mohammed VI reaffirmed Morocco’s intention to pursue international partnerships grounded in equality, mutual accountability and shared interests, while making clear that cooperation must respect the Kingdom’s sovereignty and national priorities.
