NFF Reform: FIFA Council to weigh Normalisation Committee proposal at October 15 meeting

A proposal before the FIFA Council would see the planned Normalisation Committee for the Nigeria Football Federation (NFF) operate until May 31, 2027, with Thursday’s meeting expected to determine the next phase of Nigerian football administration.

The future of Nigerian football administration could take a decisive turn on Thursday, October 15, when the FIFA Council considers proposals arising from the leadership crisis at the Nigeria Football Federation.

According to African football expert Osasu Obayuwiana, a highly placed and reliable source has disclosed that the proposed tenure of the Normalisation Committee to be established for the NFF is scheduled to expire on May 31, 2027.

The source said that date has been tabled for the FIFA Council’s approval, making the duration of the proposed interim administration one of the key details to watch as the world football governing body considers the Nigerian situation.

However, the proposed deadline should not be regarded as final until FIFA formally approves and communicates its decision.

May 2027 Deadline Emerges

The proposed May 31, 2027 deadline would give the committee a defined period to oversee the transition process, although the full scope of its responsibilities and the timetable for restoring elected leadership remain subject to FIFA’s decision.

The duration is particularly significant because stakeholders have been seeking clarity on how long an interim structure would remain in charge, what reforms it would undertake and when the NFF could return to an elected administration.

The Normalisation Committee proposal emerged from consultations involving FIFA, the Confederation of African Football (CAF), Nigerian football authorities and other stakeholders following the crisis that engulfed the federation’s leadership.

A joint FIFA-CAF delegation visited Nigeria in September to meet representatives of the football community and assess possible options for resolving the impasse.

The consultations considered the federation’s governance arrangements, the suspended electoral process and the framework required to restore stability to Nigerian football.

Leadership Crisis Leaves NFF at a Crossroads

The crisis intensified in August following the resignation of NFF President Ibrahim Gusau, General Secretary Mohammed Sanusi and other members of the federation’s executive leadership.

Their departures disrupted preparations for the planned elective congress and left stakeholders awaiting direction on the process for restoring an elected administration.

Since then, discussions have centred on whether FIFA should establish a Normalisation Committee to oversee reforms and prepare the federation for fresh elections or pursue an alternative arrangement involving existing NFF structures.

Some stakeholders have supported a Normalisation Committee, arguing that a transitional body could review governance arrangements and provide a framework for credible elections.

Others have maintained that the existing NFF Congress should retain a central role in determining the federation’s future, highlighting the competing views surrounding the transition.

Thursday’s Meeting Under Scrutiny

Nigeria’s football crisis is listed for consideration at the FIFA Council meeting scheduled for Thursday, October 15, in Zurich, Switzerland, according to reports on the meeting’s agenda.

The Council’s deliberations are expected to provide direction on the next steps, although the inclusion of the matter on the agenda does not, by itself, guarantee that a Normalisation Committee or its proposed tenure will be formally approved.

If the May 31, 2027 deadline receives approval, it would establish a clear endpoint for the proposed committee’s tenure. Its mandate, composition and responsibilities would nevertheless depend on the terms of FIFA’s eventual decision.

The outcome will also shape expectations surrounding the return of an elected NFF leadership and the broader effort to restore confidence in the administration of Nigerian football.

Until FIFA issues an official statement, the proposed May 31, 2027 deadline remains subject to the Council’s approval.

All eyes will therefore be on Zurich as Nigerian football awaits a decision that could determine the structure and timeline of its next administrative chapter.
